3rd Judicial District Veteran’s Court Coordinator


Position Summary
Under general direction of the Freeborn County Probation & Pre-Trial Services Director, the Veteran’s Court Coordinator is responsible for overseeing all aspects of the Veteran’s Court. The duties of this position will include: providing for the safety of the community through encouraging the rehabilitation of adult offenders utilizing evidence-based practices; treatment and case planning; contacting offenders; making referrals for treatment; incorporating restorative justice practices; preparing comprehensive reports for use by the Veteran’s Court; providing informal counseling; ensuring offender accountability; observing and collecting drug and alcohol tests; supervising offenders; maintaining a working knowledge of all areas of client deficits (e.g. mental health issues, chemical dependency issues, etc.; and performing other duties as apparent or assigned.

Supervisory Controls
Work is performed under the general direction of the Freeborn County Probation & Pre-Trial Services Director and reviewed with members of the Veteran’s treatment court team, following Minnesota Statutes, court rules and policies, the 3rd Judicial District’s Veteran’s Court Policy Manual, and generally accepted professional guidelines and procedures.

Assists with the planning and implements, administers and monitors the overall day-to-day activities of the Veteran’s Court. Gathers, prepares materials for, and attends case staffing and court hearings. Oversees the Veteran’s Court budget and resources, including verifying and approving expenditures as provided in policy. Produces data reports and graphics for program evaluation. Analyzes reports and writes summaries for court, state, and county agencies.

Interviews Veteran’s Court participants at intake and provides orientation and competent follow-through services for Veteran’s Court. Administers and interprets risk/needs assessments. Serves as the main contact for Veteran’s Court offenders. Maintains individual files on participants, compiling statistical data and guiding or participating in program evaluations. Review and document progress of participants in preparation for treatment court team review of participants and evaluate overall program. Provide competent direct and indirect case management for all eligible individuals while maintaining proficient documentation and case records for Veteran’s Court. Conducts home visit checks and performs drug testing of participants in coordination with probation, law enforcement, and Veteran’s Court team members.

Consults with probation, and Veteran’s Court staff on the provision of case management and treatment services to ensure adherence to the Veteran’s Court standards and the utilization of evidence based practices. Collaborates with probation, treatment providers and treatment court team members to coordinate programs and activities for treatment court participants. Confers with probation on local drug testing protocol and contract arrangements as needed to support the local treatment court program. Resolves and responds to questions from staff and/or law enforcement on a 24-hour basis. Interprets and administers corrective actions related to offenders to ensure all issues are handled in a professional and timely manner.

Organizes events and meetings for Veteran’s Court teams. Creates supporting materials and disseminates to internal and external stakeholders. Attends and participates in conferences, meetings and committees as the treatment court representative. Facilitates community presentations, responds to requests for information, create community linkages, resources and facilitates media relations.

Determines goals and priorities of Veteran’s Court for new and existing programs. Assists in the development and implementation of administrative and operational policies and procedures. Consults with Veteran’s Court judges and district Veteran’s Court staff and other affected agencies on a wide range of organizational and management issues. Implements and maintains an outreach program with other staff, units, departments, and community agencies to educate, inform and build support for Veteran’s Court. Maintains cooperative relationships with treatment agencies, community organizations, and state, city and county departments such as probation, law enforcement, and community services.

Acts as a liaison to the public on behalf of the Veteran’s Court team regarding questions, problems and concerns. Serves as a member of community workgroups and coalitions as related or required. Serves as a public spokesperson for the Veteran’s Court, including public speaking to civic clubs and governmental units.
Monitors outside vendor contracts as necessary.
Ensures that data is accessed and secured in compliance with departmental, state and federal guidelines.
Complies with HIPPA and data privacy statutes regarding confidentiality of information obtained.

Coordinates fundraising efforts to obtain offender incentives and other ongoing costs of the Veteran’s Court. Seeks, prepares applications, and ensures compliance of grants from private donors, religious organizations or charitable organizations and federal, state, and local units of government.

Recruits and coordinates program mentors and works closely with the Mentor Coordinator.

Completes investigations into violations of Court terms and prepares technical reports with recommendations for use by the Court.

Attendance during regularly scheduled work hours and outside regular hours as necessary.
Safely makes unannounced visits to offenders in their homes.

Required Knowledge, Skill and Abilities
Knowledge of clerical procedures sufficient to file and maintain office records.
Knowledge and ability to sufficiently enter data into a computer system and complete detailed reports and application.
Knowledge of the legal system, law, codes, and procedures.
Knowledge of behavioral problems, mental illness, and minority group problems.
Knowledge of substance abuse and the disease of addiction.

Ability to appropriately and effectively represent the 3rd Judicial District’s Veteran’s Court at a variety of community events and activities in support of positive public relations initiatives, and develop liaison relationships.
Ability to interpret and explain complex policies, regulations, and applicable laws in layman’s terms.
Ability to think analytically and apply sound judgment, solve problems, make effective decisions, and act with integrity.
Ability to facilitate meetings effectively and efficiently.
Ability to accurately organize and maintain paper documents and electronic files.
Skill in assigning, prioritizing, monitoring and reviewing work assignments.


Physical Requirements
Requires employee to work inside, outside, on uneven ground, on slippery surfaces, alone, with others, around others and have contact with the public.

Activities that occur infrequently include: kneeling; reaching at, above and below shoulder level with the right shoulder, left shoulder and both shoulders at a time; and carrying and lifting over 75 pounds.

Work is generally in a moderately noisy location (e.g. business office with computer printers and/or light traffic).


Minimum Qualifications Bachelor’s Degree from an accredited college or university in Corrections, Criminal Justice, Criminology, Counseling, Law Enforcement, Psychology, Social Work, Sociology or a Human Services related field with an emphasis in corrections/criminal justice

At least two years’ experience in chemical dependency assessment and/or treatment, corrections/probation or related field.
Experience working with computers in a work setting, such as databases, word processing, web based applications, etc.


Preferred Qualifications
Certifications to perform Rule 25 Chemical Dependency Assessments
Advanced degree in corrections or related social service field
Experience working in a treatment court
Experience seeking and administering state, federal, and/or foundation grants
Training or experience in Evidence Based Practices such as risks/needs assessments, cognitive/behavioral programming, and/or motivational interviewing


Conditions of Employment
Must possess a valid driver’s license and be able to drive in the State of Minnesota
Must satisfactorily pass a criminal background examination
Must comply with organizational and departmental policies


Work Schedule
The typical hours for this position are 8:00 am to 4:30 pm, Monday – Friday. Evening, weekend, holiday and additional hours will be required as assigned.


Equipment/Job Location
This position covers the 3rd Judicial District which includes Dodge County, Fillmore County, Freeborn County, Houston County, Mower County, Olmsted County, Rice County, Steele County, Wabasha County, Waseca County, and Winona County. Extensive travel will be required. Court hearings and staffing meetings are anticipated to be held in Steele County and Fillmore County every other Friday. Attendance at both sessions will be a necessary part of this position. Uses common office supplies and equipment, including telephone (landline and cell), laptop and desktop computer, Preliminary Breath Testers, SCRAMx equipment including ankle bracelets electronic downloading with SCRAMNET; multi-functions devices and projections equipment to perform required functions. This position does require the operation of an automobile.
