CSET's Youth Workforce Development Team is looking for a creative and passionate individual to work within our Visalia Employment Connection to coordinate events & mentor youth (18-24 years) in expanding their career &/or educational prospects as well as to end homelessness in Tulare County. Applicants must be able to develop & then implement creative solutions, have an interest in mentoring youth so that they can reach their fullest potential, and successfully advocate on behalf of those whom they are assisting. Communication skills are critical, as is a self-driven approach to work. Qualified candidates possess the ability to work with individuals from diverse backgrounds and implement strategies to encourage self-reliance within them. The ability to create & manage documentation within a database is required as a skill, in general report preparation. At least one year of experience working with homeless youth, a B.A. or B.S. is preferred but not required. SCOPE OF WORK:
The purpose of this position is to assist in planning, coordinating, and implementing activities to meet objective goals established for Special Housing Support and VITA/CalEITC programs. The incumbent of this position will be responsible to work collaboratively with partners to screen, match and link participants seeking assistance to housing-related issues to services. They will also provide training to volunteers in CSET's VITA/CalEITC programs and conduct presentations to various entities and groups in the communities of Porterville, Hanford, and Tulare as needed.
SPECIALIZED QUALIFICATIONS
- Excellent communication skills with the ability to effectively teach concepts to a variety of age groups and cultural populations.
- Knowledge of recreation, and cultural and social needs of the community.
- Skill in short-range organizational planning and community, and partner engagement.
- Ability to review programs effectively and make recommendations as needed.
- Communicate effectively in written and oral form.
EXPERIENCE & EDUCATION:
- Two years full-time or it's equivalent of housing support/case management experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.
- Coordinates meetings with partners and markets activities of specialized housing and VITA programs for CSET;
- Reviews processes and contributes to program improvement to make decisions concerning program processes, and considers budgetary limitations and time constraints to ensure that program outcomes are met.
- Assists Department leads with quality assurance to ensure program files meet compliance and helps to ensure that program policy and procedures are met.
- Develops and implements tracking and quality control systems, landlord mitigation, maintains lines of communication with landlords, responsible for preparing reports for multiple programs;
- Monitors housing availability and promotes CSET programs to potential landlords assesses clients for different programs in order to help prevent evictions;
- Coordinates and recommends procedures for programs when adjustments need to be made;
- Ensures compliance with funding requirements.
- Reviews requests for support services to determine service needs and deploy appropriate resources to provide service.
- Develops and implements excellent customer service practices.
- Provides technical training and assistance to support staff.
- Remains updated on trends, requirements, and regulations within the program.
- Assists with participants' complaints, helps to mediate disputes, resolves grievances and conflicts, or otherwise negotiates with others.
- Performs other duties including but not limited to fulfillment of work schedules, adherence to attendance policies, and other applicable operating rules, policies and procedures.
SKILLS & ABILITIES:

- Knowledge of housing services, programs, and partner agencies, referral processes, quality control, costs, and other techniques for maximizing the services for participants.
- Knowledge of HMIS and other housing software
- Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Ability to provide exceptional customer service that includes efficient, precise, and courteous communication.
- Knowledgeable of modern office procedures and methods, proficient in the use of computer, Windows operating system including Microsoft Office applications (Word, Excel, and Access), and program database.
- Excellent oral and written communication skills as well as ability to communicate effectively with low-income persons, community leaders, and business leaders.
- Ability to accurately record and deliver information, meet deadlines and maintain the confidentiality of restricted information.
- Ability to perform successfully under moderately stressful conditions, respond immediately to crisis situations, and balance priorities within and between offices/departments/work sites.
- Ability to maintain personal composure, tactfully handle difficult situations, and interpret questions correctly; ability to behave in a friendly, understanding, helpful, and professional manner with participants and program staff.

- Ability to explain, demonstrate and clarify to others, the understanding of the well-established principles, practices, policies, and procedures.
PRIMARY RESPONSIBILITIES:
- Administer the Cal/EITC program for CSET.
- Provide support to the VITA Program lead, and assists with determining pathways and linkages for all other program referrals.
- Represent CSET at community meetings, including First Time Homebuyer workshops for the City of Porterville.
- Participate in conference calls to ensure CSET is represented and information is available about our programs and available resources in the community.
- Create a monthly impact sheet for funding sources.
- Compile and maintain program tracking and reports, which demonstrate outcomes of the program.
