As Program Monitor (HSC 3), this position is part of the Transformation Section that performs tasks related to all aspects of WIC contractor management and monitoring including but not limited to program monitoring, collaboration with the fiscal monitoring unit, follow-up, and contract execution. This HSC 3 position ensures WIC contractors are in compliance with federal and state policies and WIC program requirements.

This Program Monitor position supports the Department of Health and the Division of Prevention and Community Health through collaboration with statewide partners to enhance the health of communities. The Office of Nutrition Services works to improve the lifelong nutrition and health of Washington communities through nutrition education and help navigate the food system, breastfeeding promotion and support, and increased access to healthy foods. This HSC 3 position ties directly into the mission through key contract evaluation and program monitoring activities; specifically working with WIC local agencies as they support participants to obtain WIC services and benefits .

This recruitment is for two (2) full time permanent Health Services Consultant 3 positions with the Transformation Section within the Office of Nutrition Services.


The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed.

Duties Include
  • Monitor WIC local agencies virtually or in person to ensure compliance with all WIC contract requirements, agreements, federal regulations, and state policies and procedures.
  • Develop and maintain internal and external partnerships, utilizing DOH and external equity partners to maintain a health equity lens for program monitors to ensure equitable WIC services statewide.
  • Develop and revise WIC Program policy and procedures for Monitoring and Audit chapters based on updates to the program and feedback from FNS.
  • Participate in workgroups as assigned.
  • Maintain RDN subject matter expertise.
  • Work collaboratively within WIC and with other DOH partners to plan, implement and evaluate key activities and initiatives to meet Program goals.

Required Qualifications
  • Four (4) years of experience working in public or business administration, public health, health care administration or allied field.
AND
  • Two (2) or more years (full-time equivalency) of experience developing and delivering training for adult learners.
  • Two (2) or more years (full-time equivalency) of experience preparing professional reports and business correspondence.
  • Intermediate-level experience using Microsoft Office software – Excel, Word, PowerPoint.
OR
  • A Bachelor’s degree or higher in public or business administration, public health, health education or allied field.
  • Active Registered Dietitian (RDN) credential from the Commission on Dietetic Registration (this position does not require WA state Dietitian Certification as it does not require direct MNT).
AND
  • Two (2) or more years (full-time equivalency) of experience developing and delivering training for adult learners.
  • Two (2) or more years (full-time equivalency) of experience preparing professional reports and business correspondence.
  • Intermediate-level experience using Microsoft Office software – Excel, Word, PowerPoint.
